School boards are the largest sector on Ontario's Sunshine List. In 2025, 112,654 board employees were paid a salary of $100,000 or more, for a combined $13.86B in salary. The average disclosed salary was $122,996 and the median $118,125 — and the ten most common titles are all classroom-teacher variants, alone covering 73% of the names (the full teacher share is higher still), because a teacher at the top of the salary grid now clears the threshold that was set in 1996 and never raised.

The Toronto District School Board is the largest single employer on the entire list, with 14,069 people disclosed at an average of $126,638. Across all boards the list held 118,048 names the year before; the year-to-year movement largely reflects where the salary grid sits against the fixed threshold rather than hiring.

The highest school-board salary on the 2025 list belongs to Lyne Racine, Directrice de l'éducation et secrétaire, at Conseil Scolaire De District Catholique De L'est Ontarien, at $343,926. At most boards the top of the list is the director of education, followed by associate directors and superintendents, with principals and vice-principals in the tier below — though at some smaller boards a superintendent, principal or even a teacher holds the top spot. Titles are disclosed, so each row says what it is — including the French-language boards, whose titles appear as filed.

About the Disclosure

Ontario's Public Sector Salary Disclosure Act (1996) requires school boards, along with the rest of the broader public sector, to publish the name, position, salary and taxable benefits of every employee paid $100,000 or more in a calendar year. The salary figure is what was paid in the year and can include retroactive pay from a settled contract — which is why a settlement year can push thousands of teachers onto the list at once. Employer pension contributions are not included.
